e-Learning – Building the UK’s First Online Trade Qualification

Short answer

In the late 2000s, the Institute of Export & International Trade wanted to reach trade advisers worldwide, but classroom courses could not scale. As lead e-Learning consultant at Elmsleigh Learning & Development, I designed and built one of the first fully online international trade qualifications, the Level 5 Certificate in International Trade for Advisors (CITA). Over 800 international trade advisers completed the programme, including participants from major banks and government export agencies.

The Context

In the late 2000s, international trade was becoming increasingly complex. Export advisors, banks, and government agencies needed structured qualifications to demonstrate competence, yet there was no digital pathway to achieve them.

Traditional courses were classroom-based, inflexible, and inaccessible for professionals working globally.

At Elmsleigh Learning & Development, we saw an opportunity to digitise professional education for trade specialists, long before “online learning” or “e-Learning” became mainstream, particularly in the world of accredited examinations.


The Challenge

The Institute of Export & International Trade wanted to expand the reach of its qualifications, but existing systems couldn’t scale globally.

Learners were spread across time zones and organisations, from UK banks to international advisors, all needing consistent, verifiable training and assessment.

We had to design a qualification platform that was credible, user-friendly, and robust enough to serve major institutions, while also maintaining academic integrity and regulatory compliance. e-Learning was the perfect platform.


The Insight

The breakthrough came from recognising that this wasn’t just an education project, it was a governance challenge.

For trade advisers, competence wasn’t about theory; it was about evidencing decisions and understanding real-world complexity.

We needed a learning design that mirrored how professionals worked, modular, case-driven, and applicable across borders, supported by an intelligent digital system.


The Solution

As lead e-Learning consultant, I designed and built one of the first fully online international trade qualifications in partnership with the Institute and subject matter experts.

Key features:

  • Platform innovation: Built and managed a bespoke learning environment using early LMS architecture (Moodle).
  • Accredited learning pathways: Developed the Level 5 Certificate in International Trade for Advisors (CITA), later adapted for the insurance sector as the Certificate in International Trade for Insurance Brokers (CITIB).
  • Institutional partnerships: Delivered training across five major UK banks, international finance houses, a Chamber of Commerce, and trade agencies.
  • Operational excellence: Managed day-to-day customer support, quality assurance, and reporting for over 800 learners worldwide.

The platform proved that online qualifications could maintain rigour, relevance, and reach, even for highly regulated professional fields.


The Outcome

Over 800 international trade advisers successfully completed the e-Learning programme, including participants from major banks and government export agencies.

The model provided measurable commercial and reputational benefits for the Institute of Export, working in partnership with us, enabling continued innovation in professional learning.

For me, it cemented an early belief that digital learning can create genuine professional transformation when built with clarity, purpose, and user empathy.


The Reflection / Value

This project showed that digital education isn’t about technology, it’s about access and trust.

By combining academic integrity with agile design, we built a bridge between institutions and individuals, proving that professional competence can be achieved anywhere in the world.
